That has been that way forever and if you frequent PSuzy you will see the same thing

It's a customized addon for VB that was added by a sysadmin from long ago. Requests were made to fix it numerous times but I'm sure that the current sysadmin has bigger things to worry about fixing.

I have never seen it before. Perhaps because that space is usually covered by an announcement or some rule about thumbnail sizes etc.

Jenny is right, it's been there for ages, first thing I noticed when I registered long ago. I did want to point it out, but I didn't, to avoid being called grammar nazi and all that crap.

It's a sad state of affairs when we are more concerned about being called a grammar Nazi than whether or not something is correctly spelled.
