The US Parks Service issues the permits for commercial filming and photography in National Parks. And the law really was intended for commercial work where they bring equipment and a crew in to shoot something they are getting paid for. The issue is that now everyone posts their personal pics and videos on sites like Instagram and YouTube which are commercial, so the distinction between "personal" and "commercial" is getting blurred.

Finally these places are special, and I for one would not like them to be damaged in any way.
