Think of petrol stations - either orbiting, or in space run by AI - not humans!
Just like we have packet information or traffic control - stations with a supply chain - either from Earth or production facilities on our Moon. AI will lead the way, and maybe control or stop the flow of destructive humans into the new off world colonies. Even better - give the bad humans their own planet to trash - somewhere very far away. History has shown us that we humans are the scumbags who have done more to show how we can blow more stuff up than the previous generation. This cannot continue.
