Good news/bad news (depending on who you like) the Harriet Walter clip is actually Saira Todd (did she ever keep her clothes on?) from Bliss (1995)
Love to know where the Tessa Peake-Jones clip comes from. A lot of us will be grateful for that! Can’t remember the actor’s name or I’d cross reference them both @ imdb.

The clip from The Bell has cropped up before & it was mentioned at the time that another topless scene existed but the show wasn't named. I didn't expect it to be as good as this!

The 1st clip is Judith Scott from Bliss (1995). The lucky bloke is Tessa Peake-Jones' partner (who also once played Raquel's son, Damien, in a dream sequence on Only Fools). He's also had more than his share of on-screen totty, including Saira Todd.
