I tried a Google Image search and couldn't find definitive proof either way. I'm not really a fan of hers so I'm no expert on her. However, this Russian blogger may be. Perhaps ask him why he posted the same pic with many others of her on his LiveJournal page.

Hi there!
I've known it as a posed promo of Linda Darnell from Sweet & Low-Down (1944), which is what I see johnbear has credited it as too. Of note is that the posed promo has the production number "638" (followed by image number "508") written on it at the bottom right. This corresponds to 20th Century Fox's number for Sweet & Low-Down (1944), see the other promo card's top right hand corner for proof of that. Linda Darnell does star in Sweet & Low-Down (1944) so that at least seems to back up the claim. It's Lynn Bari in that example promo card, who's the other female star from the film, but I don't think it's her in the posed promo.
