Penny Spencer in 17

This picture has been in Penny Spencer's thread for years.

It always seemed unlikely to me that it would be her, but I couldn't prove anything and it does sort-of look like her. She also does seem to have done some modelling when she was younger, so it's not impossible there was a shoot lying around that 17 eventually got hold of.

Just now, though, I saw this model in a issue of Parade. I think it looks like the girl on the cover of 17 but absolutely not Penny. It was also published in the UK in 1973 when Penny was still probably fairly well known (and definitely working as an actress), so it seems unlikely a shoot of hers would come out anonymously.

I'm really asking if anyone knows of more content from any of these shoots and / or can properly identify the models? And if not, do my theories on them make sense?

The Middle Two are def Penny Spencer .They were in King MAgazine
