He has insulted just about every culture and country on Planet Earth,
over the years he has been a media "rent-a-quote".
He apologises via his PR firm, or one-liners on Twitter.
All a jolly-jape he implies
He's insulted the USA, {via Obama comments about trying to reduce Medical Bills}
Insulted Germany, Romania, Italy, Spain, Portugal...especially Greece and Cyprus for some reason....all jolly-japes fellows
His first Official Engagement, after he made the FS post was at the French Embassy, where he was boo-ed by diplomats and French media. THAT is very unusual from any angle.
He's been called a 'liar' by the French 'Foreign Secretary', mainly for the figures, stats he made up prior to the Brexit Referendum. "1000's of French Islamic Refugees storming the Channel Tunnel and walking to London, then living off UK Welfare" ...when they would get better benefits in any other EU Country.

But it worked.
