There will always be a way round any measure for the few, but it's the many the govt. cares about.

How to ban VPNs? The simplest way would be to add their sites to the block list that all ISPs use. So if you already use a VPN you'll be fine, but most non-technical users tempted to use one wouldn't be able to find it. Add some draconian prison sentences and swingeing fines for use and you'll knock out 90% of potential users.

I will say controlling the net maybe the establishments top priority to maintain the status quo. These last elections (UK, US, France) just shows how tedious their grasp has become.
