As far as permissions, there is nothing set in the entire Modern section that prevents a member with less than 150 thanks from posting a request in the proper request thread.

As Tabs stated above "Yes, some interaction and thanks is good.. But it is not a criteria for the threads."

So as far as I can see, there should be no reason why you cannot refer any Member with less than 150 thanks to the Modern section.

Concerning being unable to start a request thread if you have less than 150 Thanks: The only section I know of with this rule is Model ID Requests although you are free to contribute by posting replies in existing threads.

The Classic Movie request and ID sections have the 150 thanks received restriction as well.
