Reducing Photo Size

Can someone point me in the direction of something that can reduce images small enough for vef profile picture. I reduced the size to the size it says is acceptable for image, but won't let me change my picture. So I need something I can manually change the size to 120 x 120.

The is already reduced to 9 kb, but somehow that won't be accepted !

I use Windows Paint, it's very easy to reduce/increase the size of images.

Also a good option is the God of small free image editors: IrfanView

I think i've been using it for 2 decades now.
