She's Rachel Brill-Edwards of Barrow-in-Furness, Lancashire, UK. Rachel was plucked from obscurity to become the 1994 Penthouse [UK] Pet of the Year, appearing in the July 1994 / vol 29 #7 issue as "Rachael [sic] Bril[sic]-Edwards". Local news story here, at the bottom of the webpage.

She has a thread here. I don't think her set from PH has been posted but she was on the cover, 'From Nurse to Cover Girl!' (in the blurb for MO set they also mention she was a nurse). There's a solved request for her here.
