I'm coming to the view that he knows he won't be leader at the next election and he is seeking to enact as much of his conservative ideology as he can before the chop.

Who else but Pope Francis of course! Anyone who actually protects the priests who abuse defenseless children instead of the protecting their victims themselves has to be evil. One of the first things Francis did when he became pope was pass a law enabling whistle blowers to be prosecuted if they revealing details the Vatican holds identifying the perpetrators of sexual or psychological abuse. People who do that deserve a medal not prosecution!

You're oversimplifying it somewhat. He didn't introduce laws that target whistleblowers who reveal the existence of Paedophiles, rather it's a sweeping reform of the Vatican's criminal code. The new laws actually target child abusers along with a lot of other crimes.

No that's just spin. It isn't true. He's what the Huffington Post said:

VATICAN CITY -- Pope Francis overhauled the laws that govern the Vatican City State on Thursday, criminalizing leaks of Vatican information and specifically listing sexual violence, prostitution and possession of child pornography as crimes against children that can be punished by up to 12 years in prison.
