More info on the Cuban photoshoot mentioned by Greenman. It wasTX'd in '94 by the BBC under the Video Diaries series and titled "The Cuban Nipple Crisis" and because of the regime the photographers were worried that the authorities would allow them to photograph the topless models. I cannot tell you more as I'm still trying to locate the tape its on. When I do I'll happily post something.

From your description it sounds like you might be thinking of the one that featured newbie model Kim Vaughan.

It was called "The Making of a Model" broadcast in 1985 and she was being photographed by Lichfield for the Unipart 1985 calendar. It was narrated by Michael Parkinson.
