Traditionally these were inner city areas rather than suburbs like the riots in the 80s in Liverpool, Brixton and Tottenham. Suburbs are more middle class areas. There has been some regeneration and 'yuppiefication' of some of these inner city areas since then.
Today they are probably more likely to be Chav housing estates in provincial towns with high car and drug crime.
