While in Europe hairy armpits were common until just a few years before hairy bush started disappearing, in the U.S. hairy armpits have been out since the 1920s or 30s. An important factor here is the public visibility of hairy armpits. A few years back I influenced my wife to let her armpits grow out, but in the warmer, sleeveless weather she was just too self-conscious. Her bush, on the other hand, was something out of public view, so she never dreamed of shaving it.
