I am certain that spaceman69 is correct: this is Tara Bardot. I remember seeing the full set (before I pruned my collection of spanking magazines).
Tara did several spanking sets in the 1990s, chiefly for Februs, and I think this is one of them, though it might alternatively come from Privilege Plus, produced by the same publisher. The pics were probably on VEF once - before the great purge of the British Spanking Thread after the owners of the rights to these magazine began selling digital downloads.
