Luxembourg and the Netherlands are similar in that case. The income of companies from other European Countries is tax free to pipe it into other countries. The Netherlands banks alone have 45.000.000.000.000 EUR piped a few years ago into secondary states like the Caymans .

So one can see, the tax damage for the other European states is enormous.
(Sorry; I have none data about Luxembourg.
