No doubt the majority of garter belts, stockings and panties were supplied by publishers or photographers - who I'm sure would buy them in bulk and in sizes from one or two suppliers.
For one thing, what girl would willingly want to wear underwear someone else had worn (even if laundered)?
Second, the cost of equipping 30 or so models per year is pretty minimal given the overall sales of 6 or 12 issues per year.
Third, there's the esthetics of the image itself - certain designs work much better for the purpose of photography and men's "interest" than others. If you want to make money selling photos and magazines, you gotta give the public what it wants - simple business economics.
