Spot on. A lot depends on the size of the pipe the host uses, how busy the host server is that the file resides on, and the routing (number of hops between you and the host). There are a lot of variable factors involved on the net when it comes to connecting from point A to Point B and any issues in between can cause that particular connection to slow down. It won't be on your end unless everything suddenly slows down or drops out completely.

By the way, if you have a wireless adapter in your desktop, manually disable the wireless adapter so it cannot connect at the same time as the wired connection. Both adapters connected together can have the effect of screwing up the true speed of the wired connection.
