Sounds very much like Filesonic revisited which was never really fully understood given
the hosts and the isps pretty much said tough luck to their customers
Random users even from the same ISP - mainly in the UK- couldnt get access - due to something concerning how the IP was being allocated - unless they bypassed their ISP
by using a virtual private network (VPN)
Unlike then there is a lot of info about thats easily found via free vpn tutorials
Torrent freak has articles on the best paid versions
Most who are using torrents or uploading mainstream content
would be using them to stay off the radar and out of the courts
