You could try to do all of that and they still would come. They are not coming for the "freebies" they are coming to work and overall survival. Thanks to the drug war over here Mexico has got a murder rate that is second only to Syria. That is not to mention the other Central American countries we have aided in installing governments to our liking and the upheaval that has caused. The biggest freebie America has to offer is survivial.

Funny you can bring up the 50+ year old Hart-Cellar Act at a drop of a hat yet know nothing about the almost 21 year old Personal Responsibility and Work Opportunity Act signed into law by Bill Clinton. Seems like your sources like to cherry pick data.
