I can only tell about the German version of Opera 12 that I am using. So I don't know the adequate wording in English versions; however, I try to translate.

When you first download Opera you have to enable some functions you would expect to be there from the beginning. Go to 'View' and enable the 'Toolbars', for example 'Favourites'. Once 'Favourites' is visible click it and then on 'Manage Favourites'. Click on 'File' (in the new 'Favourites' window), you'll find a list of options there, for example 'Import FF favourites' or 'Import IE favourites'.

In case 'View' isn't visible yet, go to 'Opera' (upper left corner) and enable 'Show Menu Bar'.
