As my dear ex-wife was fond of saying, "Corporate America is stupid." Typically the best way for employees to get raises is to take their skills to other companies. This results in both their new company and their former employer bearing the costs of training and recruiting in addition to paying the increased market level wages. Just as it is much cheaper to retain and upsell your existing customers, it is very costly and inefficient to turnover your workforce.

Studies have shown that roughly 85% of all managers are so incompetent that they actually cost their firms money. I know it is a big pain to change jobs. Thus, I recommend giving your employer only the minimum two weeks notice when you have located your new position in order to inflict the maximum amount of pain for their stupidity.

P.S. I read in an article yesterday that the labor market is so tight that some employers have been resorting to hiring bonuses to attract skilled workers. It reminds me of when a recruiter asked my my help in finding a tax specialist at a time when I was consulting. I checked with the tax guys I was interfacing with and reported back that his idiot client was offering roughly $20K below the market rate for the desired skills and experience.
