Brandy Davis is my #1 favorite softcore star, so I can give a definite "NO" that she is not the same person as Holly Sampson. However in order to do due diligence, I spent a few minutes doing a critical visual comparison and came to the same conclusion. Holly is leaner (during the same time period) whereas Brandy has much paler skin. In fact other than blond hair and some similarity around the eyes, they appear distinctly different to me, and when compared to each other during the same timeframe I think you'll recognize their numerous differences, like in these stills:

Looking at some of Holly's older photos, like this one, I can see where you may have came up with your theory.
I seem to recall reading some time ago that Brandy Davis had an alias, but I can't remember what it was and never found anything she did using that name.
