This might possibly be the clip you are looking for. It features Pan's People, who appeared on Top of the Pops from 1968 to 1976. After that came Legs & Co and Ruby Flipper and other inferior imitations. I have over 4 hours (77 clips) of their routines on DVD, mostly from TOTP but also from shows like Alan Price/Georgie Fame and The Two Ronnies; some clips even show the incarnations before Pan's People, i.e. The GoJos and The Beat Girls. And this is the only clip which remotely resembles your description, though sadly here they are actually wearing flesh-coloured strapless bras. It is the finale from 'In Concert', TX'd on the BBC in 1974.
