The theory is that such races would have evolved to a higher plain, so they would not exterminate us.
Really we are protected by a couple of factors. First, it turns out that there is a lot of water in the galaxy, which is not surprising in that water is such a stable compound and composed of the most common element. Secondly, we live in a backwater of our galaxy. It is probably not worth their trouble to investigate us, or they have already checked us out and decided to leave us quarantined.
Notice the movement to resume believing the world is flat so we can continue to feel important.
