Perhaps you misunderstood the word 'discussion'?
You can have a discussion and then some of those involved in said discussion take note of what has been discussed when they make their decision.

As for ease of use, define that please.
It's very easy to download from FileFactory, especially if you use JDownloader or an equivalent download manager.
It's never been clear why Uploaded.net isn't a preferred host.
The download speed is 50KB/s (unregistered) 70KB/s (registered) officially but I can get up to 120KB/s depending on the time of day.
It's very stable, reliable, has lots of users so presumably is financially okay.
