What's the point? We're currently trying to blow the lot of them into the next world. What could an investigation possibly achieve? Even if they could identify individuals they will either be dead or beyond anyone's reach other than the ones already attacking them.
While I don't wish to cast aspersions this seems to have more to do with further fueling the victim/human rights industry so beloved of lawyers, since it generates huge amounts of work and gets huge amounts of public money heading their way.
