The people who live in Appalachia in historical terms have ben known to make their own liquor and they don't pay Federal income taxes, and there are stories that when Federal revenue agents come around asking questions they are often murdered and buried in unmarked graves. There may be hundreds of these "agents" who have been killed over the many decades since the early 1900's
