If it was transferred at 24fps it would run about that long. I have some Expo films that are Super 8 @24fps but this film was definitely required to be transferred @18fps.

There are plenty of CC transfers out there that run way too quick, many released by CC themselves. Nude Wedding is one that comes to mind, runs 7:07 in length should run 10 minutes.

Since the scenes look to be in tact I have to say it is related to the frame rate of the transfer.
