Sorry to tell you this, but even though it's 2018, every site does not work with every browser.
The problems you are both having could be due to any number of things including where you happen to be located in relation to where I am.
I cannot test from your location, so all I can do is tell you is what I used when I tried downloading by browser as a free user.
I am using FF ESR (corporate release) with uBlock and NoScript installed with Avast Pro AV. Those 2 addons are the only ones I use for browsing.
Going to the site as a free user with uBlock off and NoScript on now, I get the download button with no issues and the file downloads without any issues.
This is all the help I can provide so if you are still having issues, I honestly have no idea what to tell you.
