All excellent counter-arguments.

Just goes to show what a thorny issue the whole thing is. I've a feeling it's something that will stumble along to some conclusion or other over time - as coming up with one overarching plan is almost bound to miss out one of the many variables.

Problem is the people we appoint to find the solution are politicians.
