Aha, that FPS deviation must be the explanation why in some movie transfers the actors' body movements appear a bit hasty..

Related to CC loops though, I have found proof
in at least one case a certain reel was edited shorter before the transfer to video compilation, probably to accomodate it for the videocassette tape length.
