Reading between the lines I`m taking it your apartment block doesn't have a tenants committee let alone a president. I`d encourage you to see about starting one and standing. Only from the sounds of things it`d be a hell of an uphill climb.

My building does have a tenant committee. In fact we have several. There is the main board that meets every month. My building also has a parking committee, a landscaping committee, a safety committtee and others. Now the water problem I had yesterday has become an Emergency. There is no water in the entire building becuase of a broken water pump, and this pump is relatively new. It was installed just a year ago.
