Mmm...
- It's illegal.
- It's murder.
- Our intelligence gathering and political assessments of foreign regimes are not exactly reliable, for example as when we invited Nicolai Ceausescu and his lovely wife Elena to Buckingham Palace for tea with the Queen.
- In principle, it's rather dumb to engage in the assassination of foreign heads of state, especially if they are popular at home. You only need to get caught doing it and it is casus belli: you can find yourself fighting a war you hadn't planned on.
- Kill the enemy leader and you don't have anyone to negotiate with.
All things considered, I'll pass on this suggestion. If you are really determined to kill the leaders, first defeat the country, then try the leaders for war crimes, then turn them into strange fruit. This method works.
