Almost any burning program can be set to make a "data DVD".
[Nero is a popular burning program on PC's, Toast is popular on Macs]

This is nothing more than a 4.2 GB disk of data, and will give you the desired result.
[As opposed to ripping a commercial DVD to a DVD, which is an entirely different subject]

You will need a optical drive capable of writing DVD's in addition to CD's.
This optical drive might already be a part of your computer system, but if not you can buy an "external" model that connects via USB or Firewire.
