The eye color of people with blue eyes does change, to some extent, depending on lighting and what they are wearing. People have blue eyes because they have a low amount of melanin, which is a naturally occurring pigment. People with blue eyes basically have little to no eye color. I know that sounds weird considering you see an eye color. The reason they have blue eyes is because their eyes are absorbing and reflecting light in the say wavelengths that our atmosphere does. So the same reason that the sky is blue is why some people have blue eyes.

What all that means is, changing the color of clothing worn, the color of their surroundings, even the ambient light, can change just how blue someone's eyes can appear.
