In a sane world, that would, of course, be the logical solution. Alas, the U.K. government is still enamoured by the concept of "austerity", which basically means the police, health service, defence systems etc. will have to whistle if they think they'll get up to date hardware, let alone software.
If that continues to be the case, I still cannot see why no-one has suggested installing Linux on the existing hardware.
