Well no, actually. More an attempt to make it too expensive and troublesome to bother doing, as is the purpose of a lot of its sex legislation. Our basically Puritan government is on another of it's somewhat misguided 'legislate against adults having some fun' trips. Only a Puritan, or a Labour Home Office, convinced that somewhere, someone is having fun and must be saved from it, would conflate burlesque, which is fundamentally light entertainment, with lap dancing.
The 'Labour' is superfluous - both lots are just as bad as each other in this regard. The days of Mrs T weren't exactly a haven of sexual freedom!
