Well, that may be Sean's phrase, but it's not most people's phrase and "carpet" and "drapes" is the original and standard formulation. But that was deemed too rough for a family movie so they softened it to the less obvious "collar" and "cuffs".

Not so sure about that one Mufflover.
I saw an interview with Guy Hamilton (director of DAF) and that line was specifically discussed. He said he didn't listen to the complaints from parents about the line because in his mind "If you are 11 years old and you know what that means, the you're a filthy little bugger and your parents need to keep a closer eye on you."
Especially when you take into account this later exchange in the same film between Bond and Plenty O'Toole.
"I'm Plenty O'Toole"
"Named after your father perhaps?"
