Non Operation Sites and Big Retailers?

I understand it is not allowed to post VEF from the sites which are currently operated (content which are selling by studios websites).
However when I look over the vintage movies and others( magazines, modern threads..) a lot of them are on retail dvd, vcx sites like hotmovies, cdunivers, distripx, adultempire etc.. So is this still means they are not active? I mean if you look iafd about the movies and scroll down to buy section you can then see a lot of sites which are actively selling.
There are also some magazines from big brands like Playboy, Hustler etc.. -which are already active-
I am a bit confused about this. Can anyone clarify this confusing?

Anything that is on the "Do Not Post" list is there because the copyright owners requested the addition. The list does not cover all content that is currently for sale somewhere.
