It's Pat McCay (aka McKay) with either a wig or her real dark hair. She was often bleach blond but I know of pictures of her with dark hair. This was probably taken 8-10 years before the issue was published. See here:

For future reference, Pat McKay has a distinctive mark on her left inner thigh that is visible in many of her pictures. Images are often flipped horizontally, so it may appear to migrate from side-to-side.
