I'm looking for software that I can use to join pictures. I want to join pictures of my scans into one picture. That's all I need.
After many frustrating google searches, I could only find two options: Photoshop (which costs too much) and Gimp (which is free but adds a lot of unwanted changes to my PC).
Anybody have any suggestions?

What do you mean adds to many unwanted changes to your PC? All software is "installed" and implemented into the registry in some fashion, no?
Gimp is very popular and accepted in the digital community. Your other option is to spend a hundred bucks on Adobe Elements, (which is the poor mans Photoshop) Which then begs the question. If you had the money would you install Photoshop?

Hmm, Maybe I'll give Gimp another try. Thanks.

Photoscape is a free download that has quite a lot of decent features including stitching.

HP Photosmart Stitch does the business I'm told - I got it with a printer but like Billy with Photoshop I haven't a clue about how to work it.

I use a much simpler option...... just open them both in PAINT, and join that way. you can even resize them as and if you want at the same time. It can be awkward if your images are huge, but for most it works out fine for me.
nb. only works properly if the two parts don't have a gap between them. if they have been scanned badly, and there is a gap; then paint will not fill in the gap.

I was (past tense) using Arc-soft scan and stitch until my hard-drive went tits up and lost the software; as well as the CD with the instructions on it..D'oh..
If anyone knows where a free download of Arc-soft is, tell me cos' it's good. And you all will be getting more fab and stitched pictures.

I do all my cropping, rotating, and resizing with Microsoft Office Picture Manager, then join with Irfanview (free). I also recently discovered a free program called Photo Pos Pro which I'm quite impressed with even though I've not yet explored all it's capabilities. This seems to be a photoshop clone but it's FREE. Here's a damaged image I restored with it. http://www.vintage-erotica-forum.com/showpost.php?p=1781908&postcount=10 Also see any of my more recent Penthouse posts to see pics joined with Irfanview.

I second Photoshop Elements.
Installing millions of half-baked Shareware programs for single image editing functions will only trash your system.

I have Photoscape. I see "combine in the menu. Can you give a quick lesson on how to do that ? or tell me where to find how to do that ?

Corel Paint Shop Pro is not very expensive. You can download a 30 day trial at cnet here: http://download.cnet.com/Corel-Paint-Shop-Pro-Photo/3000-2192_4-10727962.html, or you can buy it for $79. The version on Cnet site is version X2. The latest version is X4 and goes for about $120. It is a lot cheaper than photoshop and not as powerful, but it is decent program that should serve well to stitch images together. I hope this is of some help to you.

Do you want to:
1: combine 2 complete pictures into one, where it doesn't matter that there is a seam between the two?
2: join 2 halves of one picture together as if you scanned one picture at once?
1: use the panorama option of Irfanview. It's very simple and every Windows user should have Irfanview anyway.
2: This is called 'stitching', where you have to point out 2 identical points on both pics. Not every software can do it. I use Micrografx Picture Publisher. It's old, but quite good. Check my scans. There must me freeware that can do it. Gimp should be able to do it, but I never needed to try.

Very good advice from Jism Jim (only other person I've heard using Picture Publisher this decade!)
Irfanview is, as he says, essential for a Windows user. GIMP is very powerful, but takes forever to load -- IrfanView is a very small program that loads instantly. The "panorama" feature is the easiest "combine image" function out there . . . pick the files, set a few preferences. Highly recommended
